What the job involves

This work involves daily contact with male and female inmates of the Wayne County Correctional Facility. Makes periodic rounds, supervises the movement and activities of inmates and maintains jail security at an assigned post or cell tier, requires stair climbing and standing for long periods of time; Locks and unlocks cells and access doors using mechanical and electrical devices, sometimes requires carrying a very large and heavy set of jail keys; Observation for unusual incidents or activities on the part of inmates, involving violation of rules, or a life threatening situation and reports, in detail, these to supervisory personnel either verbally or in writing in clear and concise language; Checks cells and corridor areas for faulty bars, gates, etc., and makes routine fire and safety checks; Transports prisoners to courts, prisons, jails, medical/mental health facilities, funerals and other locations as necessary; Issues clothing and bedding and instructs prisoners in the proper care of these items; Processes admissions and discharges of prisoners from the facility by preparing appropriate records utilizing a computerized system; Obtains fingerprints and photographs of prisoners utilizing a computerized photo-imaging system; Receives inventories and records prisoner clothing and property; Observes prisoner/civilian visitations, watching for the passing of contraband and insuring the safety of all during visitation period. Searches the visitation areas and strip searches the prisoners at the conclusion of visitations; Searches cells, pat-frisks and strip searches prisoners and confiscates contraband; Dispenses a variety of prescriptions and non-prescription medications; Mediates minor incidents and takes direct physical action to break up fights or other disturbances involving prisoners; Supervises prisoners assigned to work details, advises them of what is expected and of the rules and regulations of the work area, including possible safety hazards; Operates a variety of security equipment including handcuffs, leg irons, firearms, electronic equipment and two-way radios; Communicates daily with prisoners with regard to problems and informs them of rules and regulations and makes referrals to appropriate staff when they cannot be resolved; Utilizes chemical agents, weapons or restraining devices and protective equipment in fights or other disturbances; Prepares a variety of records and reports related to the care of prisoners and the security of the facility; May on occasion operate a variety of office equipment during the processing of prisoners or report preparation. Full Performance Knowledge, Skills, Abilities and Personal Characteristics Good knowledge of the rules, regulations and requirements of the Correction Law governing the supervision and treatment of prisoners, safety and security of the facility and department employees; good knowledge of the layout and location of security personnel post assignments throughout the facility; good knowledge of search and frisk methods; working knowledge of the proper function of correctional facility security equipment, devices and safe use of chemical agents; working knowledge of the use of defensive an physical restraining techniques; working knowledge of human behavior in relation to correction facility prisoners; working knowledge of first aid procedures; ability to observe, interpret and report on prisoner activity; ability to deal with prisoners and the public, firmly and courteously; ability to verbally communicate rules and regulations of the facility to prisoners and the public; ability to make quick decisions regarding facility security and personal safety in emergency situations; ability to reason clearly, possess a memory for facts and information; ability to prepare records and reports; ability to read and interpret written materials; sound judgment; good powers of observation; physical condition commensurate with the demands of the position.

Residency

AT TIME OF APPOINTMENT: Candidate must be a resident of Wayne County at time of appointment. Preference in appointment may be given to local residents. Appointments in some municipalities are subject to residence requirements pursuant to local laws. The eligible list will be established in accordance with the final earned numerical ratings of passing candidates regardless of res idence. A municipality or district may exercise its right under Section 23-4a of Civil Service Law to request a certification of eligible candidates who have been residents of that municipality or district for at least 30 days prior to appointment. After the names of residents have been exhausted, Wayne County must then certify the names of non-residents on the list. CONTINUOUS RECRUITMENT: This examination is being held on a continuous recruitment basis. The written exam will be held periodically (no set dates). When an exam is announced, applications for that date must be filed no later than the announced last filing date. Candidates who meet the qualifications and pass the exam will have their names placed on the eligible list in the order of final scores, regardless of the date on which they filed or took the test. Generally, the names of qualified candidates will remain on the eligible list for one (1) year. Agility tests will be scheduled as needed.
