Psychiatrist

Provides professional medical and psychiatric services for clients. Incumbent is responsible for establishing and implementing policies and procedures for the clinical practice of psychiatry within the mental health clinic programs. General direction is received from the Director of Community Mental Health Services. The incumbent is permitted much latitude to exercise independent professional judgment. Supervision and training may be provided to resident psychiatrists, psychologists, and other subordinate staff members. Controlled Substance Screening: When you are offered a full-time or part-time, permanent or contingent permanent appointment at Ontario County, you will be required to complete a controlled substances screening prior to employment. Background Investigation: Candidates may be subject to a thorough background investigation and psychological evaluation to determine suitability for appointment. Applicants may be required to authorize access to educational, employment, criminal history and other records check as part of such investigation. Criminal convictions or other offenses are subject to evaluation and may result in disqualification. Applicants will be required to submit the necessary fees for the fingerprint processing, where required. Special Requirement for Appointment in School Districts or BOCES: Per Chapter 180 of the Laws of 2000, and by Regulations of the Commissioner of Education, to be employed in a position designated by a School District or BOCES as involving direct contact with students, a clearance for employment from the State Education Department is required. ******************************************************************************************

Possession of a license to practice medicine in the State of New York AND three (3) years of formal or supervised training in an in-patient or out-patient mental health program PLUS two additional years of clinical experience. Special Note: Education: Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. A list of acceptable companies who provide this service can be found on the Internet at http://www.cs.ny.gov/jobseeker/degrees.cfm. You must pay the required evaluation fee. Special Requirement for Acceptance of Applications: Eligibility for a license or temporary certificate to practice medicine issued by the New York State Department of Education and either possession of a valid certificate in psychiatry issued by the American Board of Psychiatry and Neurology or proof of admission to the next written or oral test for the certificate. Possession of the license or temporary certificate to practice medicine in New York State is required at the time of appointment. Agreed to by Municipal Service Division and Department of Mental Hygiene, Division for Local Services and are based on the license requirements of the Education Law. March 1973 Special Requirement for Appointment: Possession of a valid New York State Operator's license at the time of appointment, and maintenance of such license throughout the tenure of employment in the position. Anticipated Eligibility - Experience: Applicants who lack thirty days, or less, of meeting the minimum qualifications by the date of the examination will be admitted conditionally to the examination. However, proof of the additional days’ qualifications must be submitted prior to the establishment of the eligible list.

There will be no written or oral test for this examination. Candidates who meet the minimum qualifications will receive a rating based on an evaluation of their training and experience against the background duties of the position. You are, therefore, asked to include in your application a summary of all pertinent training and experience in sufficient detail so that your background may be evaluated against the duties of the position.
