Water/Wastewater Treatment Plant Operator/ Trainee

For Trainee Positions:
Incumbents perform varied duties related to water or wastewater treatment in the Department of Environmental Facilities, while participating in a continuous in-service training program. Trainees receive on-the-job training while performing limited duties of an operational nature under close supervision. Trainee appointments are for a period of one year during which time employees would be required to satisfactorily complete the training and experience requirements (For Water Treatment requirements of the New York State Sanitary Code - For Wastewater Treatment requirements of the New York State Environmental Conservation Law Part 650) for an operator’s certificate appropriate to their assigned treatment plant. Incumbents will be evaluated at various stages of their training. Incumbents receiving satisfactory evaluations will be advanced to the title of Operator without further examination. For Operator Positions:
When assigned a Water Treatment Plant - Under general supervision, is responsible during an assigned shift for the actual operation and maintenance of a Type IIB water treatment plant and its distribution system. A Type IIB Water Treatment Plant has facilities for the application of chemicals to the water, such as, chlorine or chlorine compounds, caustic soda, orthophosphate, fluoride compounds, or the process of dechlorination. The work is performed under general supervision of a chief operator or superintendent qualified to be in charge of the operation of the plant. In addition, incumbents of this class perform journeyman level maintenance, repair, and installation work on water treatment plant equipment including the layout of jobs sufficiently complex to require advance planning. Work may be completed with little or no check during progress or on completion. Supervision may be exercised over lower level employees in the performance of their assigned duties. Does related work as required. When assigned a Wastewater Treatment Plant - Under general supervision, incumbents operate, maintain and repair a wastewater treatment plant and contributing pumping stations, on an assigned shift. Incumbents perform skilled work to control physical, chemical and biological wastewater treatment processes. The Wastewater Treatment Plant Operator is fully proficient in the skills and practices of the trade, with full knowledge of the principals, tools and techniques of the trade. Work at this level is performed with considerable independence within the framework of established practices, processes and procedures. An incumbent may work as part of a crew or as lead worker on specific projects, may supervise a number of lower level operating, maintenance and labor employees, or function in responsible charge on an assigned shift. The work of Wastewater Treatment Plant Operators may be completed with little or no check during progress, or on completion. Supervisor may check overall work to ensure that it meets standards. Possession of a high school or equivalency diploma and one
of the following:
Three years of work experience in the operation, maintenance or repair of mechanical equipment such as heating and ventilation systems or in any of the trades such as (but not limited to) plumbing, electrical, pipe or steam fitting, masonry, or carpentry; or Sixty college credits; or Trade school graduation followed by one year of experience in the trade; or Two years of active military service or An equivalent combination of the above.
