What the job involves
An employee in this class provides screening and counseling services to individuals seeking admission to, or currently enrolled in, substance use disorder treatment programs. Work involves interviewing patients and prospective patients, as well as planning, implementing, and monitoring individualized treatment plans for each patient. This class is distinguished by the fact that the incumbent can screen and conduct interviews and counseling sessions in either Spanish or English. Work is reviewed by a clinical and/or administrative supervisor through conferences and written reports. Does related work as required.
Minimum qualifications
Either:
a) Current certification* from NYS Office of Alcohol and Substance Abuse Services (OASAS) as a Credentialed Alcoholism and Substance Abuse Counselor (CASAC); or b) Possess the requirements necessary to be designated as a Qualified Health Professional (QHP)*** as defined in Title 14 NYCRR Part 800.3 (L), with one year of experience or satisfactory completion of a training program in the treatment of substance use disorders. *Please attach to the application a copy of your CASAC credential from NYS OASAS. ***Please attach to the application a copy of your requirements to be designated as a QHP. Necessary Special Requirements At time of appointment and during employment in this title, candidates are required to maintain status as a QHP. Depending on the nature of the assignment, at the time of appointment and throughout employment in this title, employees may be required to possess a valid license to operate a motor vehicle in New York State. Candidates may be subject to a background investigation.
Subject of examination
This examination will consist of two
parts:
I. The only subject of the examination will be an evaluation of the candidates’ training and experience. Candidates who meet the minimum qualifications will receive a rating based on an evaluation of their training and experience against the background of the duties of the position. All candidates should submit an application to the Suffolk County Department of Civil Service. After a preliminary review of qualifications, all approved candidates will be required to complete and return a questionnaire describing their relevant training and experience. The rating of training and experience will be based upon the information candidates provide on the questionnaire. Ambiguity and vagueness will not be resolved in the candidate’s favor. Additional information concerning a candidate’s training and experience will not be accepted after the questionnaire has been rated. Rank on the eligible list will be determined by the scores received on the training and experience evaluation plus veterans’ credits if applicable. II. Spanish
Language Proficiency Test (Speaking):
Candidates who pass the written examination and do not qualify for waiver**** of the Spanish language proficiency test will be scheduled for the language test as the needs of the service require. This part of the examination will be administered during the work week (Monday- Friday) and is designed to evaluate speaking proficiency in the Spanish language at a level appropriate for the position(s) being filled. ****A candidate may qualify for a waiver of the Spanish language proficiency test if a comparable or higher level Spanish language test was previously passed and administered by the Suffolk County Department of Civil Service. Candidates must pass both parts of the examination in order to be eligible for appointment . Rank on the eligible list will be determined solely on the basis of the score received on the training and experience evaluation plus veterans’ credits where applicable.
Residency
is not required for taking any examinations. However, some jurisdictions, such as schools, libraries, etc., give hiring preference to residents. Some towns also require employees to establish residency within the township. For employment in a Suffolk County Department, with only limited exceptions set forth in Suffolk County Law, residency within Suffolk County or Nassau County is required within five years of employment with the county. In any case in which residency preference is given, the appointee(s) must meet a specific residency standard as defined in the Civil Service Rules. 16. Saturday
