Responds to emergencies when dispatched, operating emergency vehicles in a safe and efficient manner. Determines and professionally delivers appropriate and required patient care to persons suffering from problems related to trauma or medical emergencies. This care is based on established protocols or directives of the State of New York, local governing bodies or councils, or agency and regional Medical Directors. Performs detailed patient assessments utilizing a systematic approach in which life-threatening conditions are rapidly identified and appropriately treated. Subsequent conditions are also secondarily identified and addressed. This systematic approach includes information collection from all sources such as physical exam, other personnel caring for the patient, diagnostic findings, and bystanders, if available. In multiple casualty incidents, assists Paramedics and other medical professionals in evaluating the pre-hospital care needs of patients, coordinating emergency medical care and transportation, and following established standing orders or protocols. Provides basic life support care and/or transportation (vehicle operation) for patients between hospitals and medical facilities. Communicates with physicians and other healthcare providers about patient status, current and anticipated treatments, and goals of therapy. Takes direction from Paramedics and other advanced medical providers as required during patient care and transportation. Assesses emergency scenes for responder safety and potential emergency resources required. Performs physical tasks necessitated by the transportation of the sick and/or injured including, but not limited to, lifting, immobilizing, and performing CPR. Coordinates emergency response with other responders and directs necessary patient care. Accurately documents findings utilizing the approved emergency medical records systems with consideration for the medical/legal implications of accurate documentation. Ensures documentation of each call in a timely manner. Effectively communicates with patients, family members, and other bystanders as necessary, using age-appropriate communication skills, serving as a patient advocate Follows required confidentiality guidelines, including all privacy/HIPAA rules and regulations. Identifies and plans for appropriate safety precautions to be taken to prevent injury to patients. Demonstrates appropriate awareness for suspected violence/abuse/neglect of patients and takes measures to report concerns according to policy/protocol. Transfers patients to the care of appropriate healthcare providers or other providers (at residence, etc.) while providing an accurate patient report to the receiving facility. Demonstrates and ensures the proper operation of all emergency medical equipment utilized in caring for patients within the current scope of practice. Inventories and restocks emergency medical supplies and using established safeguards and security measures. May participate in departmental QA/QI (Quality Assurance / Quality Improvement) activities or committees Maintains vehicles in a state of readiness and cleanliness, documenting inspection of vehicles and equipment as required. Cleans and maintains vehicle bays and personnel quarters as needed. Completes department specific continuing education programs and training, in addition to those required by regulation. Participates in outreach and educational programs. Serves as a role model of professionalism to the community and citizens served. In accordance with Section 23-4 (a) of Civil Service Law, preference in appointment may be given to residents in the jurisdiction where the vacancy exists. When preference in certification is given, an eligible must have been a resident of such municipality for at least one month prior to the date of certification and must be a resident of such municipality at the time of certification and appointment. Applicants must list a home address to be considered for preference in certification.
