Mineral Resources Technician 2

As a Mineral Resources Technician 2 , you would review well drilling and plugging permit applications, including electronic submissions and environmental assessment forms, and determine the need to coordinate drilling activities with other local, state, or federal agencies; perform field investigations and inspections on technically critical wells in environmentally sensitive areas, including wells over 6,000 feet deep, high pressure wells; perform basic mineral resource analyses and studies; assist in complex analyses and studies; investigate pollution incidents and prepares reports and recommendations; and assist in input and analysis of computer data. Positions at this level typically supervise lower level technicians, and participate in the training and development of lower-level staff, and in the performance of their assigned duties.

Note: These positions require travel. At the time of appointment, you will be required to possess and maintain a valid license to operate a motor vehicle in New York State.

On or before December 8, 2026, you must be a qualified employee of the New York State Department of Environmental Conservation and have had three months of permanent competitive, non-competitive NY HELPS**, or 55-b/55-c service as a Mineral Resources Technician 1 or Mineral Resources Technician Trainee. If you have received a permanent appointment to a qualifying title listed and served provisionally*** in that title immediately preceding your permanent appointment, such provisional service may be counted towards meeting the time in title required for this examination.

Only the title or titles listed are qualifying.

If you were permanently appointed to a qualifying title on or before September 8, 2026, and have served continuously in this title since that date, you are eligible to file for this examination.

**If you were permanently appointed via the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) program to a qualifying title in the non-competitive class on or before September 8, 2026, and have served continuously in this title since that date, you may apply for this examination.

***If you were permanently appointed to a qualifying title and had provisional service in the same title immediately preceding the permanent appointment, such provisional service may be counted towards meeting the time in title required to apply for this examination. Your provisional appointment must have been on or before September 8, 2026, to qualify for this examination.

Qualifying Experience For Appointment From The Eligible List: After one year of service at the Full Performance Level, successful candidates will be qualified for appointment from the eligible list.

Employees appointed via the NY HELPS program to a qualifying title in the non-competitive class will have their names restricted from appointment from the eligible list until their position is covered-in to the competitive class by action of the New York State Civil Service Commission or otherwise obtain permanent competitive status in the position.

If you have received a permanent appointment to a qualifying title listed and served provisionally in that title immediately preceding your permanent appointment, such provisional service may be counted towards meeting the time in title required for appointment from the eligible list.

To be considered for appointment to this title, you must pass the multiple-choice test . The multiple-choice test evaluates your knowledge, skills, and/or abilities in the following areas:

Environmental and safety considerations related to oil and gas drilling, production and underground gas storage, including siting and reclamation - These questions test for knowledge of the principles and practices involved in assessing the potential environmental impacts of oil and gas drilling, production, and underground storage procedures; proper environmental oversight of these procedures; and effective regulation of siting, production, reclamation, and safe operating procedures.

Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

Terminology, equipment and practices related to oil, gas, solution mining, and underground gas storage wells - These questions test for knowledge of the practices, equipment, and terminology involved in the fields of oil, gas, and solution salt mining; and may include such areas as proper leasing and drilling procedures; production methods used; logging, perforating, hydrofracture, and injection mining practices; proper methods of well completion and plugging; and underground gas storage procedures.

Understanding and interpreting written material - These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.

Collection, analysis and presentation of data, including basic statistics - These questions test for knowledge of the proper procedures and methods used to gather, evaluate, organize and utilize various types of technical data and information, and the fundamental concepts, terminology and computations involved in statistical analysis for mineral resources and other environmental studies.

Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

Time Allowance : The time allowance to answer all questions in this exam is 4 hours 30 minutes. This time allowance does not include travel time to and from the computer-based testing center, or check-in time at the computer-based testing center.

Candidates scheduled to take multiple examinations on the same date will be limited to a maximum of eight (8) hours of total testing time.
