Nutrition Services Administrator 2

As a Nutrition Services Administrator 1, you would organize and direct food service and clinical dietetic programs at State facilities and oversee dietetic services in community-based residential settings. You would supervise professional Dietitians and manage lower level food service staff in the preparation and distribution of meals and snacks; plan for the nutritional and dietetic needs of a specialized population by providing balanced diets that specifically address each individual's needs; provide nutrition counseling and programming related to food and nutrition; serve as a nutrition services liaison and educator for medical, clinical, administrative, residential, and program staff as well as local and voluntary agencies; assist in developing food service policies and procedures related to individual treatment and care; develop and participate in quality assurance and improvement practices related to nutrition services; and serve as an administrative and clinical liaison for the facility or community-based program.

As a Nutrition Services Administrator 2, you would perform duties similar to those of a Nutrition Services Administrator 1. However, you would be responsible for larger food, nutrition, and dietetic programs; and supervise Nutrition Services Administrators 1 and/or Dietitians, and other food and nutrition program staff.

On or before November 7, 2026, you must be a qualified employee of New York State and have had three months of permanent competitive, non-competitive NY HELPS**, or 55-b/55-c service as shown below. If you have received a permanent appointment to a qualifying title listed and served provisionally*** in that title immediately preceding your permanent appointment, such provisional service may be counted towards meeting the time in title required for this examination.

For Exam No. 31-537020: a Dietitian 2 AND;

Either 1. have a current registration with the Commission on Dietetic Registration (CDR) as a Registered Dietitian (RD);

Or 2. have your New York State Education Department (NYSED) certification in dietetics-nutrition AND have completed a minimum of an additional 400 hours**** of supervised dietetics practice under the supervision of an RD.

For Exam No. 31-538020: a Nutrition Services Administrator 1 or Dietitian 2 AND;

Either 1. have a current registration with the Commission on Dietetic Registration (CDR) as a Registered Dietitian (RD);

Or 2. have your New York State Education Department (NYSED) certification in dietetics-nutrition AND have completed a minimum of an additional 400 hours**** of supervised dietetics practice under the supervision of an RD.

****The additional 400 hours required is in addition to the 800 hours of supervised dietetics practice under the supervision of an RD required for NYSED certification. On your application you must provide the name of the institution where you obtained the additional hours; the name of your supervisor; and your supervisor's qualifications.

Only the title or titles listed are qualifying.

If you were permanently appointed to a qualifying title on or before August 7, 2026, and have served continuously in this title since that date, you are eligible to file for this examination.

**If you were permanently appointed via the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) program to a qualifying title in the non-competitive class on or before August 7, 2026, and have served continuously in this title since that date, you may apply for this examination.

***If you were permanently appointed to a qualifying title and had provisional service in the same title immediately preceding the permanent appointment, such provisional service may be counted towards meeting the time in title required to apply for this examination. Your provisional appointment must have been on or before August 7, 2026, to qualify for this examination.

Qualifying Experience For Appointment From The Eligible List:

For Exam No. 31-537020: After one year of service described in the Minimum Qualifications, successful candidates will be qualified for appointment from the eligible list.

For Exam No. 31-538020: After one year as a Nutrition Services Administrator 1 OR two years as a Dietitian 2, successful candidates will be qualified for appointment from the eligible list.

Employees appointed via the NY HELPS program to a qualifying title in the non-competitive class will have their names restricted from appointment from the eligible list until their position is covered-in to the competitive class by action of the New York State Civil Service Commission or otherwise obtain permanent competitive status in the position.

If you have received a permanent appointment to a qualifying title listed and served provisionally in that title immediately preceding your permanent appointment, such provisional service may be counted towards meeting the time in title required for appointment from the eligible list.

To be considered for appointment to this title, you must pass the multiple-choice test . The multiple-choice test evaluates your knowledge, skills, and/or abilities in the following areas:

Administrative techniques and practices - These questions test for a knowledge of management techniques and practices used in directing or assisting in directing a program component or an organizational segment. Questions cover such areas as interpreting policies, making decisions based on the context of the position in the organization, coordinating programs or projects, communicating with employees or the public, planning employee training, and researching and evaluating areas of concern.

Clinical dietetics - These questions test for knowledge of contemporary clinical dietetics and nutrition, including the identification of dietary and nutritional conditions and problems of at-risk consumer populations and the methods of treating them. Topics may include the underlying chemistry and biology of food metabolism, the potential interaction of foods with drugs, the rationale behind special therapeutic diets, and the prescription of foods and food consistencies in accordance with a person's medical conditions and preferences.

Ensuring effective inter/intra agency communications - These questions test for understanding of techniques for interacting effectively with individuals and agencies, to educate and inform them about topics of concern, to clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with the staff of one's own agency and/or that of other agencies in cooperative efforts of public outreach or service.

Food service management principles and practices - These questions test for knowledge of planning, implementing, and evaluating a food service program. The questions will cover areas such as estimating program needs; allocating staff, equipment, and material resources; monitoring food safety and sanitation practices; and evaluating the performance and efficiency of a food service program.

Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.
