What the job involves
This work involves the responsibility for assisting in the operation of the Motor Vehicle Bureau and for maintaining the financial records for all transactions in the bureau. Duties require the auditing of all monetary functions of the bureau and require a thorough understanding of all phases of bureau operation. Work is performed in accordance with State Vehicle and Traffic Laws and procedures. The work is distinguished from that of Motor Vehicle Clerk by the performance of higher level duties in assisting in the operation of the bureau. The work is performed under the general direction of the County Clerk and the direct supervision of a higher level supervisor. Moderate autonomy is required to carry out details of this work. Supervision of others is sporadic in nature in the absence of higher level supervisors. Otherwise, it is not generally a function of this class. The incumbent will perform all related duties as required.
Minimum qualifications
Either:
(a) Graduation from a regionally accredited or New York State registered two year college with an Associate’s degree or higher in business administration or a related field; OR
(b) Graduation from high school or possession of a high school equivalency diploma and two (2) years of full-time, or its part-time equivalent, account keeping, business or clerical experience, involving computer use and working with the general public; OR
(c) An equivalent combination of training or experience as defined by the limits of (a) or (b) above.
Subject of examination
A written test designed to evaluate knowledge, skills and/or abilities in the following areas:
1. CASHIERING PRINCIPLES AND PRACTICES - These questions are designed to test for an understanding of such things as proper cashiering practices; terminology; and cashiering issues pertaining to currency, checks and other negotiable instruments.
2. NAME AND NUMBER CHECKING - These questions test for the ability to distinguish between sets of words, letters, and/or numbers that are almost exactly alike. Material is usually presented in two or three columns, and you will have to determine how the entry in the first column compares with the entry in the second column and possibly the third. You will be instructed to mark your answers according to a designated code provided in the directions.
3. CUSTOMER SERVICE – These questions test for knowledge of techniques used to interact with other people, to gather and present information, and to provide assistance, advice and effective customer service in a courteous and professional manner. Questions will cover such topics as understanding and responding to people with diverse needs, perspectives, personalities, and levels of familiarity with agency operations, as well as acting in a way that both serves the public and reflects well on your agency.
4. UNDERSTANDING AND INTERPRETING WRITTEN MATERIAL - These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic. However, candidates may find information in the publication 'General Guide to Written Tests' helpful in preparing for this test. Residency
There are no residency requirements for this examination. However, preference in appointment may be given to successful candidates who have been residents of Otsego County for at least one month immediately preceding the scheduled date of the written examination.

The eligible list resulting from this examination will be used to fill vacancies as they occur in Otsego County departments under the jurisdiction of the Otsego County Personnel/Civil Service Department.
