Communications Specialist

This position is technical in nature involving the coordination of the design, installation and operation of a countywide computer communication network. The work includes the configuration and installation of end user hardware/software, both independently and in relation to the countywide communication network. The incumbent works under general supervi- sion with wide leeway for independent decision-making. The incumbent may also be responsible for the supervision of subordinate personnel; does related work as required.

Either:
(a) Graduation from a New York State registered college or university with a Bachelor's Degree in Computer Science or a closely related field; or
(b) Graduation from a regionally accredited or New York State registered college or university with an Associate's Degree in Computer Science or a closely related field and two (2) years of full time experience in the design, installation, repair and maintenance of computer network components and microcomputer components; or
(c) Graduation from high school or possession of a high school equivalency diploma and four (4) years full time experience as outlined in (b) above; or
(d) An equivalent combination of training and experience as defined by the limits of (a), (b), and (c). NOTE: Successful completion of coursework in Computer Science, Network Engineering, Data Communications or a closely related field at a regionally accredited college or university, or one accredited by the New York State Board of Regents to grant degrees, may be substituted for the required experience with three (3) semester credit hours of related coursework as indicated above being equivalent to three (3) months of experience, for up to half of the required experience. Transcripts may be submitted for fields described to support an applicant’s successful completion of course work in the fields.

The examination will consist of a rated evaluation of training and experience.

There are no residency requirements for this examination. However, preference in appointment may be given to successful candidates who have been residents of Otsego County for at least one month immediately preceding the scheduled date of the written examination.

The eligible list resulting from this examination will be used to fill vacancies as they occur in County departments and all of the towns, villages, school districts and the Otsego Northern Catskill BOCES under the jurisdiction of the Otsego County Personnel/Civil Service Department.
